Enhanced household food security through land entitlement to Ethiopian women farmers

Women in Ethiopia constitute half of the country's population and the majority of poor people in the country are believed to be women. Under Article 35/6 of the Ethiopian constitution, it is stated that women have equal rights with men with respect to use, transfer, administration and control of land. The constitution also offers particular consideration to women so as to enable them compete and participate on the basis of equality with men in political, social, and economic life.
 
W/o Yekoye Asfaw is married having and living with two children and her husband. She is one of advantageous female among rural women landholders in Amhara region. Through a pro poor land registration and certification procedure, she has received book of holding as joint title with her husband. She witnessed that after the land certification there has not been land related disputes facing her. The fact that the name of both her and her husband, farmers their photographs and the name of the neighboring are attached with the book of holding has created full confidence of being a rightful landholder. She said that she is in a position to make decision equally to her husband on issues pertaining to land and any other home matters. Accordingly, she has developed sense of ownership through engaging in long term investment by protecting her land from soil erosion through construction of bunds. Previous to land certification, a divorced woman may not have the right to claim land from former husband. This was the de facto on the men-women land rights arena. Because traditionally it was accepted that land belonged to a husband.

 Likewise, the widowed or female household was also challenged by lessees through claiming the leased land their own. This situation has been reversed by and large after the land certification exercise. Therefore, female headed landholders have a full right to use and transfer landholding to a legally predefined means of land right transfer mechanisms such as bequeath, donation and rent. By law, female are privileged to acquire land prior to male in a situation where there is vacant land.   

 
W/o Yekoye Asfaw is a member of land administration and use committee at kebele/village level. She and other two female members assisting women landholders who seek justice considering land disputes. She said that the relationship between her and her husband become smooth and he has a good feeling towards a joint titling of land rights and he is convinced that they can strengthen their economical status together; and hence the issue of equality is no more a question.


Generally, after women landholders have received book of holding, they are secured and have the confidence that the land belong to them. The attainment of tenure security initiated the rural farming community in general and the rural women in particular. There is a growing interest of applying inputs and sustainable land management practices to improve their land. The favorable environment created because of the land certification exercises has undoubtedly improved their social and economic status and help them improve their livelihood and send their children to school.

Improving Outcomes of Agricultural Water Management Investments: Research Results, Lessons Learned, and Innovative New Opportunities

The International Water Management Institute (IWMI) has implemented several recent projects aimed at identifying what are the major constraints, issues and problems facing small-scale agricultural water management (AWM) investment programs, what are the best ways to address these problems, and what kinds of new opportunities can be proposed for future investment programs.  IFAD is supporting two of these research programs: “Improving Sustainability of IFAD Supported Agricultural Water Management Interventions in Challenging Contexts” (“CC”), and “Improved Management of Agricultural Water in Eastern and Southern Africa” (IMAWESA).  The CC project has completed field research on IFAD AWM projects in five Asian and African countries (including Ethiopia); IMAWESA is a knowledge sharing and capacity building program for IFAD’s Eastern and Southern Africa region.  In addition, IWMI has recently completed the “AgWater Solutions Project” supported by the Bill and Melinda Gates Foundation, and aimed at identifying new AWM investment opportunities and developing generic business plans.

The purpose of this workshop is to share the major results from these programs and identify how IFAD can benefit from these results.  It is a one-day event combining presentations of results and group discussions of key issues as a way to ensure full engagement of all participants.   The participants are expected to include: IFAD regional and country program managers and country officers; members of existing IFAD Project Management Units; government officials and policy makers participating in the ESA regional consultations; and consultants regularly used by IFAD.

A preliminary outline of the agenda is as follows; it will be elaborated in more detail as the planning proceeds:

Session 1 [1.5 hours]:

a) Introductions, overview of the program; expected outcomes

b) Presentation by IWMI of key findings from research in five countries and community engagement training in two countries under the CC project, integrated with findings of other studies commissioned by IFAD

c) Presentation by IWMI of experiences and lessons from IMAWESA

Coffee/tea [30 minutes]

Session 2 [1.5 hours]:

Group exercise to rank the challenges and issues we have identified, including adding any that we have failed to mention, and report back.

 

Lunch [1 hour]

Session 3 [1 hour]:

a)      Presentation by IWMI on innovative new AWM investment opportunities

b)      Presentation by Challenge Program on Water and Food (CPWF)

Session 4 [1.5 hours]: 

Group discussions and brainstorming on solutions to challenges facing IFAD AWM programs, and feasibility of innovative new investment opportunities

Coffee/tea [served to groups as they work]

Session 5 [1 hour]:

Report back and discussion, consolidation, and development of conclusions and recommendations of workshop.  Participants assess the workshop’s usefulness.

Session 6 [30 minutes]:

Closing

The workshop will be held at the ILRI campus, Addis Ababa.  Coffee/tea and registration will begin at 8:15 AM and the first session will begin at sharp 9:00 AM.

WORKSHOP PROGRAMME
 
1.                  The Workshop theme is “Sustaining Impact: Strategies and Approaches towards Transformation from Poverty Reduction to Sustainable Development”.  The Workshop Agenda has been prepared by the Organising Committee in close consultation with IFAD Ethiopia Country Office.

2.                  The Workshop will be held in Addis Ababa, Ethiopia at the following venue:

The Hilton International Hotel Conference Centre is about 6-7 kms from Bole International Airport and located in the heart of Addis Ababa.
 
GETTING TO ADDIS ABABA
 
3.                  Addis is served by Bole International Airport, which is approximately 7 km from the City Centre. Please contact your travel agent or airlines in your country to book your flight as soon as possible. Airlines that connect to Addis Ababa include Kenyan Airways, Ethiopian Airlines, Air Rwanda for those coming from Africa, and Lufthansa, Royal Dutch Airlines (KLM), Turkish Airways for those coming from Europe. Connections can be arranged through Nairobi. There are Taxi services from the airport to the city centre at a fare of about US$ 10-15. The local Organizing Committee has arranged airport pick-up and drop-off for those participants who have communicated their travel plans in advance and are staying at the designated hotels. Main hotels have their own transport to and from the airport.
 
FINANCIAL ARRANGEMENTS
 
4.                  Your workshop fee of US$ 500 (Five hundreds) will finance the costs associated with the use of conference facilities and equipment, provision of lunch and refreshments during the workshop, transport to and from the airport and during field visits as well as secretarial support. Participants are expected to finance their own travel cost, hotel accommodation in Mozambique, other meals and incidentals.
 
TRAVEL ARRANGEMENTS
 
5.                  Participants should make their own travel arrangements/flight bookings as soon as possible, as well as making arrangements for obtaining a visa for Ethiopia.  To avoid any inconvenience, you are advised to book flights well in advance.  Transfers from the airport to the hotels will be arranged by the local organising committee if the information is provided to the committee, the latest by 5 October 2012.  A dedicated e-mail address has been established to facilitate communication with the organising committee and participants are kindly invited to use this e-mail for all communication related to the workshop. Participants should therefore notify the organising committee at riw2012.ethiopia@gmail.com by filling in the participant form indicating arrival/departure (flight number and time).  
 
VISA REQUIREMENTS
 
Among the ESA countries Kenya is the only country exempted from visa requirements for Ethiopia.
 
6.                  Non-exempted countries. Check the visa requirements and submit a written application to the Ethiopian embassy nearest to you and attach the official invitation letter sent to you earlier. Offices in the region can be found in Johannesburg, Harare, Luanda, , Rwanda, Kampala, Nairobi and Dar-es-Salaam.
 
7.                  If there is no Ethiopian Embassy in, or near, your country please send your passport details (full name as written in the passport, passport number, dates of issue and expiry and type of passport) accompanied by a scanned copy of the relevant page of your passport via email no later than 01 October to: riw2012.ethiopia@gmail.com.

ACCOMMODATION
 
8.                  Participants are advised to stay in one of the hotels or boarding houses indicated in the list below. The workshop Organising Committee has made arrangements for transport to and from the workshop from these hotels.  In order to ensure that participants can stay in the hotel of their choice participants are requested to communicate their preference to the following address: riw2012.ethiopia@gmail.com by October 5, 2012.  Participants who decide to stay in accommodation not listed in the attachment will be responsible for organising their own pickup and transfer to the workshop venue.
 
9.                  Participants must pay their own accommodation costs, together with all extra expenses incurred (e.g., mini-bar, laundry, telephone, Internet and all Business Centre services, etc.) and should settle directly with the hotel.  Participants who wish to make their own accommodation arrangements other than the indicated hotels should notify the organisers that they are doing so.
MEDICAL SERVICES
 
10.              The Organising Committee will liaise with recognized medical service providers in Addis Ababa should any medical emergencies arise during the Workshop. However, neither the Organising Committee nor IFAD will be liable for any medical costs. Such costs will be the direct responsibility of the participants.
 
VACCINATIONS
 
11.              Yellow Fever vaccination is obligatory and you may be required to show proof of this when applying for your visa or when entering Ethiopia. As Addis Ababa is a malaria free city taking a preventive anti-malarial drug is not recommended.
 
GENERAL INFORMATION ON ETHIOPIA
 
12.              Electricity; Voltage: 240 volts, 50 Hz, AC.  The plug in use is in most places the two and in some places the three pin round.
 
13.              Telephone Services: Land line service is widely used, while mobile service also is also widely available in Ethiopia.  You can easily purchase prepaid Cell phone cards in hotels and shops at the cost of approximately US$ 3. Telecom Ethiopia is the only operator in Ethiopia and air time ranges for from USD 5-20.  
 
14.              Weather in November: The rainy season in Ethiopia occurs between June and September. November is known with intermittent rain but sunny. The mean maximum temperature in November ranges between 18-22 degrees Celsius, where as the mean minimum temperature ranges between 12 -16 degrees Celsius. Addis is well known for its moderately warm temperature during the dry season.
 
15.                          Currency:  Ethiopia’s currency unit is the Birr (Birr). The exchange rate is about 17.8 to US$ 1 but fluctuations may occur and a slightly different exchange rate may be used by the time of the workshop.  Changing money is easily done through Banks and in hotels.
 
16.              Credit Cards: credit cards are accepted and ATMs are available at the Hilton and Sheraton International Hotels. However, it is always safe to have sufficient hard currency for the duration of the Workshop.
 
17.                          Language: The official language in Ethiopia is Amharic. English is widely used as a working language in international business organizations, universities, research institutions, hotels, shops and restaurants.
